【侨报网】中国将探索建立技术移民制度
【侨报记者蓝一莲3月24日北京报道】23日,新华社播发《中共中央、国务院关于深化体制机制改革加快实施创新驱动发展战略的若干意见》(下称《意见》)。《意见》指出要探索建立技术移民制度,吸引海外高层次人才。中国与全球化智库主任王辉耀在接受《侨报》记者采访时表示,中国经济实力进一步增强,使中国开始成为有吸引力的移民目的国,但中国外籍人才的比例仍低于世界人才。他认为《意见》的出台将加大中国利用国际移民人才红利的力度,发挥海外人才在创新驱动发展中的潜力。 《意见》称要制定外国人永久居留管理的意见,规范和放宽技术型人才取得外国人永久居留证的条件,探索建立技术移民制度。持有永久居留证的外籍高层次人才创办科技型企业等,给予中国籍公民同等待遇。围绕国家重大需求,面向全球引进首席科学家等高层次科技创新人才。 “《意见》指出要吸引海外人才,将进一步推动国家各有关部门对国际移民的重视,对吸引海外高端人才来华发展也将起到积极作用。” 王辉耀称,中国自身的人才红利和移民红利为中国发展注入了较多活力,但是中国对于国际高端人才的利用程度并不够,外国人永久居留管理制度建设还不完善。 19日,中国与全球化智库(CCG)编写的《国际人才蓝皮书:中国国际移民报告(2015)》(下称《报告》)在北京发布。同样关注海外人才的《报告》指出,据联合国估计,2013年居住在中国境内的外籍人士为84.85万人,近十多年的年均增长率为3.9%。近年来,随着中国国际形象逐步提升,中国经济实力进一步增强,赴华追逐“中国梦”已成为国际移民潮的新趋势。 “但中国外籍人才的比例仍低于世界水平”,王辉耀告诉记者,84.85万外籍人士占中国总人口的0.06%,基本上为世界最低水平,远低于发达国家平均水平的10.8%,也低于世界平均水平的3.2%,甚至低于最不发达国家的1.2%。“可见中国对国际移民红利的利用程度还有待提升,国际移民是实现创新驱动的重要部分”,他指出。 在谈到目前外籍人士在华的现状,王辉耀介绍,外籍人士在华一般都持有长期工作签证一类的证件,或享有合法居留身份。他表示,中国自2004年实施绿卡制度至2013年,由于门槛过高,十年来发放不到一万张绿卡,而在很多发达国家每年就会发出十万、甚至百万张“绿卡”。 除此之外,王辉耀也指出,中国对外国留学生的开放程度也不够,外国留学生占比较低,毕业后也不能以求职为目的拿到短期签证,不利于提高海外留学生来华的积极性。 对此,王辉耀建议,中国应该进一步开放国际人才流动,通过探索建立技术移民制度,进一步放低门槛,优化和完善外国人永久居留制度。 文章选自侨报网,2015年3月23日

【China Daily】Ministry scrutinizes university textbooks
The Ministry of Education declined to comment on Tuesday on a report that it had launched an investigation into the use of imported textbooks at Chinese universities.Universities in Beijing and a few other provinces were asked to fill out questionnaires last week detailing their use of foreign materials in teaching, according to media reports in Beijing and Hong Kong on Monday.Contacted on Tuesday afternoon, Xu Mei, spokeswoman for the Ministry of Education, said the ministry had no comment.The news report came two months after Minister of Education Yuan Guiren said, "Never let textbooks promoting Western values appear in our classrooms." He also said no attack on the Party or socialism should be allowed in the classroom, according to Xinhua News Agency.Materials in the humanities and social sciences, including political science, economics, sociology, history, journalism and communication were the priorities of the investigation, Beijing Youth Daily reported."Investigating foreign teaching material doesn’t equate to banning the use of it. It might be a temporary policy and a move to learn more about the situation," said Wang Huiyao, President of the Center for China & Globalization, a Beijing-based think tank."Marxism originated in the West," he said."I think we need to look at the academic standard. For subjects like math and engineering, there are international academic standards. For humanities and social sciences, some screening might be reasonable, but we need to keep open-minds and allow students to be exposed to different ideas and opinions."At a conference on Party-building for institutions of higher education held late last year, President Xi Jinping ask the universities to seize the initiative for ideological education.The State Council then issued a guideline on ideological education for universities last month."Some signs and tendencies are worth noticing", and new communication methods should be employed in the ideology promotion among college students, it said.The survey last week looked at the number of foreign textbooks used, the proportion of total books they represent, how they were acquired and how the universities manage their use.Among the 13 questions, one asks: "Has any foreign textbook been used without the approval of the university? China has become one of the most popular destinations for immigrants worldwide who are looking for higher salaries and more opportunities, a report released on Wednesday said.The report, prepared by the Center for China & Globalization(CCG), shows that 848,500 foreigners lived in China in 2013 after a steady increase of 3.9 percent annually since 2000.The report cited an independent study commissioned by HSBC, which identified Switzerland, Singapore and China as the top three destinations for a balanced expat lifestyle last year."Although it’s a developing country, China provides good salaries, which are attracting more immigrants to work and live here," said Wang Huiyao, President of CCG.Immigrants in China who earn more than $250,000 annually accounted for 29 percent of the total immigrant population - more than four times the world average of 7 percent of immigrants, the report said. United Nations data show that 232 million people migrated to other countries globally in 2013, up from 155 million in 1990.Asian countries ranked as the second-favorite for immigrants, after Europe.Overall, there were 71 million foreign immigrants living in Asia in 2013. Rapid economic development and a lack of skilled labor was cited as one reason for the growth."Adventurous expats choose to head to Asian countries for new challenges, which in turn provides more opportunities for their career and a company’s development," Wang said.China seeks to attract more foreign experts to work in the country as part of its development. In 2013, around 610,000 foreign experts worked on the Chinese mainland.The country planned to invite 2 million people from overseas in the five-year period from 2011 to 2015, according to the State Administration of Foreign Expert Affairs.In the next five to 10 years, another 500 to 1,000 "top level" foreign experts will be recruited in a program dubbed the "1000 plan" that targets overseas talent.Wednesday’s report also said that China, which currently has the world’s largest labor pool, also suffers from serious brain drain. From CRI English, 19th Mar.,2015 A report on China’s migration status says the country has become a more attractive destination for international migrants in recent years. As China’s economy has developed at home and integrated globally, the country has begun to be seen as a destination by many international migrants. The Annual Report on Chinese International Migration was released on Thursday by the Centre for China and Globalization. President Wang Huiyao says China as a destination ranks above several more developed nations. "In the ranking of the most attractive countries and regions to migrants, china comes in third, only after Switzerland and Singapore, exceeding many developed countries such as the US, japan, France or Britain." Wang says the results are from a survey conducted by HSBC in 2014, but he has his own theories on why China ranks so high on the list. "There are a lot of multinational corporations and large amounts of investment here in China, which provides great stimulus for foreign experts. Moreover, during the past few years, china has launched a "thousand-talent scheme" to attract foreign experts and has issued more visas and green cards. All the above factors have provided really great impetus." While more and more foreign migrants are starting to favor China, the number is still relatively low compared with that of developed countries. Liu Guofu is a scholar with the Beijing Institute of Technology. He says according to a recent survey, foreign residents in developed countries usually account for about 10 or 11 percent of the population. China has not yet reached that level. Also, he points out that the number of Chinese working in foreign countries far outstrips the number of foreigners working in China. "There are 330 thousand Chinese people working in South Korea annually, let alone those who work in other countries. The deficit is fairly significant." From Global Times, 20th Mar.,2015US still favored destination for Chinese emigrants despite declineChina is becoming increasingly popular as a destination for foreigners while the number of Chinese emigrants to the US has dwindled, according to an annual report on China’s migration status released on Thursday.Experts attributed the increasing popularity to the growth of China’s national strength and improved global image.There were some 848,500 foreign residents in China in 2013, with an average yearly increase of 3.9 percent compared with a decade ago, found the Annual Report on Chinese International Migration (2015) issued by the Center for China and Globalization (CCG).Following Switzerland and Singapore, China ranked third in the most attractive countries and regions to foreigners, added the report, citing the Expat Explorer Report 2014 issued by the HSBC Group in October last year. This report surveyed 9,300 high-earning expats living across the globe. It found that China was home to the highest-earning expats, with 23 percent earning over $300,000 annually.Statistics from the State Administration of Foreign Exchange show that more than 612,000 work visits were made to China last year, an increase of 83,000 from 2011."China has strong momentum to attract more foreigners in the future. The nation’s gigantic GDP and rapid growth provides numerous opportunities and vast space for development," Wang Huiyao, President of the CCG, told the Global Times.The rising number of foreigners in China shows how China’s status and image in the world have improved, said Song Quancheng, director of the Institute of Migration Studies at Shandong University."It’s also a result of our market demands as China is going through structural change in the job markets. Labor costs in China have increased, creating a demand for labor at the lower end," Song said, adding that more foreigners living in China come from developing countries. This includes Vietnam, the Philippines and Myanmar.A breakdown of the nationality of the foreigners in China was not given in the report.Meanwhile, the report said that the number of Chinese residents receiving US permanent residency dropped to around 71,000 in 2013, a 12.2 percent decrease from 2012, but technology and investment immigration in the US still had its appeal.In 2013, skilled immigrants from the Chinese mainland accounted for 28.2 percent of the total migrant population in the US, up 4.9 percent from 2012. China is also the prime source of investment immigration to the US. Chinese citizens account for over 85 percent of those who hold an investor visa."The US no longer holds as strong an attraction as before, since China has been working to narrow the gap between itself and the US, in both the economy and social development," Song said. "Skilled and investor immigrants have always been the most welcomed in the world. China should also adjust its policy to attract more resources from the world for national development."Despite the drop, the US was still the favored destination for Chinese émigrés in 2013, with Canada second with 34,000 Chinese migrants and Australia third with 27,334. South Korea, Japan and Singapore were next. No total figure was given.Wang agreed that China should not miss the trend of international migration. Compared with developed countries, which on average have a ratio of foreign expats of around 10 percent, China lags far behind with a ratio of less than 1 percent.A total of 1,402 foreign expats received a China green card approved by the Ministry of Public Security in 2013, a 16.6 percent increase in compared with 2012. The total number of China green card holders was 7,356 as of 2013.Experts suggested that more systematic measures should be implemented to attract talented people, including setting up a migration department and passing a law on migration."The number of overseas Chinese is estimated to have reached 60 million, three-quarters of whom live in Southeast Asia. They can play a significant role in promoting China’s relations with other countries as well as China’s global strategies, such as the 21st Century Maritime Silk Road initiative," Wang said, suggesting overseas Chinese take the lead in participating in project construction to dispel possible mistrust among local societies.China contributed the largest number of outbound tourists in the world in 2014. Some 115 million trips were made in 2014 with travel expenses topping $155 billion, indicating a tourism trade deficit of more than $100 billion - the largest trade deficit in the world, the report added. 转载自《欧洲时报》,记者:吴青 由中国与全球化智库(CCG)编撰的《中国国际移民报告(2015)》(下称《报告》)19日在北京发布。报告指出,中国向欧洲发达国家移民的人数基本保持稳定,移民为当地带去经济和科技方面的突出贡献。《报告》主编、中国与全球化智库主任王辉耀在接受记者采访时表示,选择欧洲的中国移民将在未来为当地带来更多“移民红利”。 中国持续第二年成为英国第一大移民来源国 《报告》援引联合国国际移民相关统计数据称,2013年全球有2.32亿人口移民海外,其中欧洲和亚洲的海外移民占世界移民的2/3。在2013年,欧洲成为全球移民首选的移民地区,有7200万海外移民生活在欧洲。对此,《报告》认为,德国、英国等欧洲国家经济状况较好,是其吸引较多外来移民的主要原因。 据中国与全球化智库研究,自2012年,中国首次超过印度等国家,成为英国的最大移民来源国,2013年中国再次成为英国外来移民的最大来源国,共有4.6万人,占外来移民总数的9%。《报告》数据显示,截至2012年12月,在英国的中国移民总数为41至43万人,2010至2013年,新入籍英国的中国移民维持在7000人左右。 王辉耀指出,多种原因促使中国移民英国数量增大。他指出,在英留学的中国学生较多,投资移民继续成为重要移民群体,中国出境游人数增长,中国经济形势向好,都促使中国移民英国的数量增加。 “除英国之外,欧洲经济形势较好的英国、德国、法国、西班牙吸引中国移民都保持稳定水平。”王辉耀还指出,中国有些地区有前往欧洲移民的传统,以法国、西班牙为例,来自温州的中国移民数量就比较多。 中国国际移民带动移民红利增长 鉴于中国国际移民群体已成为世界上最大的海外移民群体,《报告》指出,中国国际移民在带动中国企业国际化等方面的作用正在凸显。 以复星集团为例,2013年,复星集团以6450万英镑收购伦敦金融城Lloyds Chambers办公楼;当年10月,又以7.25亿美元收购位于美国纽约的大通曼哈顿银行总部大楼,即第一大通曼哈顿广场。《报告》分析认为,伴随着中国移民的大规模涌入,英国、美国地产正在复苏,中国国内房地产公司也开始涉足国际地产。 中国与全球化智库的专家认为,随着中国高净值国际移民在全球配置资产渐成趋势,客观上带动了国内金融机构及地产公司等资产配置机构的全球化,也为这些机构和公司国际化提供了人才支撑;而反过来,金融机构和地产公司国际化,也会促进当地的金融服务、地产业务更加具有中国元素,为当地中国国际移民带来便利。 “对移民比例高的国家而言,移民的经济贡献突出,移民红利在科技和经济领域的表现显著”,《报告》对此得出结论。以英国为例,《报告》援引英国《英中时报》报道指出,每7家英国企业中就有1家企业属于移民企业家。来自155个国家的海外移民在英国创办了企业,创业者人数接近50万。 王辉耀表示,在欧洲地区,法国、德国、意大利在内的非传统移民国家,原先都以输出移民为主,目前每年都有大规模的移民进入。中国移民至欧洲生活,将为其带来专业技能、资金、文化和人力资源,促进当地经济和社会发展。 王辉耀进而指出,未来,英国、法国、德国、西班牙、意大利等国家在吸引中国移民方面还将在欧洲处于引领地位,“未来,中国移民选择欧洲,为欧洲带来的移民红利将呈现增长趋势”。 华侨华人有助于推动一带一路建设 《报告》还特别撰文指出6000万海外华侨华人与中国“一带一路”战略实施的关系。据统计,改革开放后出去的934万中国移民中,有大部分在北美和欧洲。《报告》指出,近年来随着中国企业国际化的推进,他们已成为加强中欧、中美联系的桥梁和纽带,将会在中国未来的“一带一路”战略中扮演着重要作用。 《报告》显示,中国的新华侨华人从业更加多元,经济科技实力有了很大的提升,而且逐步融入当地主流社会,政治社会地位有所提高。这部分人才的自身素质和特点决定了他们对于中国软硬实力的转换具有独特的作用。他们既是国家“硬实力”的载体,如投资经商、创新创业等经济活动;也是国家“软实力”的载体,如传承和传播中华文化。 中国与全球化智库专家认为,“一带一路”战略的实施,离不开国际人才的支撑。而“一带一路”涉及的国家和地区的华侨华人,他们在推进“一带一路”过程中具有天然的优势。首先他们具有中华血统,对中国具有一定的“母国”情怀;其次,他们在国内都有亲属,相对了解中国文化,更容易融入中国社会,认同国内价值观。再次,他们中很多人在中国还有产业基础,而且熟悉当地文化、环境、法律,甚至在当地也创立了企业,可以成为“一带一路”推进的重要节点。因此,中国应该积极发挥这一海外移民群体的优势,鼓励并积极创造条件让他们参与“一带一路”的建设。 “丝绸之路最终要通向欧洲,欧洲华侨华人在发动、联络、沟通沿途国家参与丝绸之路方面都有优势。”王辉耀称,他们在促进新兴产业发展、引导外资进入、帮助中国企业“走出去”、推动中外科技、文化交流、讲述中国故事、传播中国声音和开展公共外交等方面都可发挥重要的作用。

转载自《光明日报》第二版,2015年3月22日 [光明日报北京3月21日电](记者张雁、张胜)日前发布的由中国与全球化智库编写、社会科学文献出版社出版的《国际人才蓝皮书:中国国际移民报告(2015)》指出,来华移民已成为国际移民的新热点,中国开始成为有吸引力的移民目的国。据蓝皮书介绍,近年来,随着中国国际形象逐步提升、经济实力进一步增强,来华移民成为国际移民潮的新趋势。根据统计资料,十多年来,居住在中国境内的外籍人士的数量年均增长率为3.9%,比1990—2000年的3.0%有所提高;在“最吸引外籍人士居住的国家或地区”排名中,中国位列第三,仅次于瑞士和新加坡,超过了美国、日本、法国和英国等发达国家;在对移民目的国经济满意度的调查中,中国名列世界前五名。 此外,随着我国人才强国战略的实施,以及各类吸引海外高层次人才的计划、政策的出台,海外高层次人才回流或者来华的效果也非常明显,在科研、教育、产业创新等许多领域都发挥了积极的作用。对此,蓝皮书建议,未来我国应进一步开放国际人才流动,开发人才红利。
